City and Government of Atlanta

Kasim Reed was inaugurated as the 59th Mayor of the City of Atlanta on January 4, 2010. Since taking office, Mayor Reed has hired more than 200 police officers, improved fire-rescue response times, re-opened all of the city's recreation centers, and improved the service delivery of city departments such as Sanitation and Public Works. During his first year in office, he increased the city's reserves from $7.4 to $56 million dollars and initiated a series of reforms to address the city's unfunded pension fund liability.

Prior to his election, Mayor Reed established a track record of leadership during his 11 years as a member of the Georgia General Assembly. He was first elected in 1998 as a State Representative and served two terms. From 2002-2009, he served in the Georgia State Senate, where he was Vice Chairman of the Senate Democratic Caucus.

As an undergraduate member of Howard University's Board of Trustees, he created a fundraising program that has contributed more than $10 million to the school's endowment since its inception. Mayor Reed was appointed as Howard University's youngest General Trustee in June 2002 and remains a member of the Board of Trustees.

Mayor Reed is Chairman of the Transportation and Communications Committee of the U.S. Conference of Mayors and Chairman of the Regional Transit Committee of the Atlanta Regional Commission. He is a member of the Leadership Georgia Class of 2000 and Leadership Atlanta Class of 1998, and was named to the Aspen Institute-Rodel Fellowship Class of 2007. Mayor Reed is also a former Board Member of both the National Black Arts Festival and Metropolitan Atlanta Arts Fund.

Mayor Reed's civic leadership and service have been nationally recognized on programs such as Meet the Press, The Charlie Rose Show, John King U.S.A., and Andrea Mitchell Reports. He has been featured in publications including The New York Times, The Wall Street Journal, The Atlanta Journal-Constitution, The Washington Post, Ebony and Black Enterprise.

Mayor Reed grew up in the Cascade community of Atlanta, where he attended Utoy Springs Elementary School and Westwood High School (now Westlake High School). He is a graduate of Howard University, where he received his Bachelor of Arts and Juris Doctor degrees. He received an honorary Doctor of Laws degree from his alma mater in March 2011. Mayor Reed also is a former partner of Holland and Knight LLP, an international law firm with offices in Atlanta.

The following steps are necessary to do business with the City of Atlanta

  • The City of Atlanta implemented its electronic purchasing system on January 2, 2008.
  • The new system, City of Atlanta Total Solution (" CATS" ), includes an electronic internet supplier system which allows suppliers to register and do on-line business with the City.
  • The iSupplier System will provide suppliers with e-mail notifications of solicitations and allow suppliers the opportunity to submit bids and invoices on line.
  • You must register your company with the City's iSupplier system to take advantage of this new application.
  • You must have a valid e-mail account to begin the registration process.
  • Current City Suppliers who have not registered in this new system, must re-register their company in this iSupplier system as a prospective supplier.

Ø Your application will be electronically processed by the City's iSupplier Administrator.

  • Once your application is approved, you will receive a conformation email with your CATS iSupplier username and password.
  • Please use your username and password to log-on to complete your supplier profile registration process.
  • After completion of registration process, you are now eligible to be placed on the City's bidder's list for the good(s) and service(s) that you provide.
  • Once you are awarded a contract, the City requires a vendor to be licensed to do business in the State of Georgia . A City of Atlanta license may be obtained also.
  • The Office of Contract Compliance (“OCC”) is another office that plays an important role in the bid process. The Contract Employment Report Form ("CER") found in the Bidder's Application Package is reviewed by OCC. Additionally, certification for minority and female business enterprise status is handled through OCC.
  • Please keep monitoring this website for more updates regarding the iSupplier system.

Based on the information you provide and the items you select in the application, DOP will inform you, by its Invitation to Bid notices, of projects out-for-bid or proposals . Additionally, all projects by DOP are advertised in local publications for two (2) consecutive weeks.

Understanding the competitive sealed bid/proposal process

  • The bid document is sent to DOP by the user agency.
  • The project is advertised.
  • The pre-bid/proposal conference is held, when applicable.
  • The vendor/contractor's bid submittals are due to DOP in accordance with the bid documents.
  • The bids are publicly opened and read by DOP staff.
  • For proposals, the names of the proponents are read publicly.
  • The user agency reviews the bid/proposal submittals.
  • A recommendation is submitted, by the user agency and OCC, to DOP for contract award.
  • The CPO, in consultation with the user agency, then recommends the award of a contract.
  • DOP prepares appropriate legislation for award, when applicable.
  • DOP prepares the appropriate contractual agreement/purchase order.
  • The contract agreement is forwarded to the contractor and a purchase order is issued.
  • The vendor/contractor signs the contract and provides the appropriate bonding and insurance information.
  • Once signed by the contractor, the contract is routed internally for the appropriate signatures.
  • The contract is officially executed after it is sealed by the Municipal Clerk.
  • Copies of the contract are distributed to the appropriate parties.
  • Finally, a Notice to Proceed ("NTP") is issued to the contractor to begin the work.

Bidders and Proponents are required to comply with the Georgia Security & Immigration Compliance Act of 2006

Pursuant to the Georgia Security & Immigration Compliance Act of 2006, as amended on May 11, 2009, bidders and proponents are notified that all bids/proposals submitted to the City of Atlanta (“ City ”) for services that are to be physically performed within the State of Georgia must be accompanied by proof of their registration with and participation in the E-Verify program established by the United States Department of Homeland Security. A completed affidavit must be submitted on the top of the bid/proposal at the time of submission, prior to the time for opening bids/proposals. Under state law, the City cannot consider any bid/proposal which does not include a completed affidavit. It is not the intent of this notice to provide detailed information or legal advice concerning the Georgia Security & Immigration Compliance Act of 2006, as amended on May 11, 2009. In 1977, Mayor Maynard Jackson decided that it was time for the City of Atlanta to join the rest of the nation in celebrating Older Atlantans Month. Mayor Jackson and his staff formed this Older Atlantans Task Force (OATF) and assigned the responsibility for planning, implementing, and evaluating the Older Atlantans Month Celebration to OATF. OATF & the Mayor's Office have successfully carried out these responsibilities for the past twenty-five years (25).

More than 250,000 senior citizens make their homes in the Greater Atlanta area. The Mayor's Office has created the programs and activities listed below for their benefit and enjoyment of Atlanta's senior population. This Senior Citizens Series is the largest compilation of activities for senior citizens in the south. Collectively, these delightful events attract more than 10,000 seniors.

Seats for Seniors is a unified effort between Ticketmaster and the City of Atlanta to channel family entertainment tickets as rewards and incentives to deserving Atlantans who have proven their willingness to contribute to their community.

Since its inception in 1994, more than 21 cities in the United States and Canada have implemented the Seats for Seniors program in their communities. To date, more than 450,000 seniors throughout the country have received tickets through this program. Thanks to the generosity of the Atlanta sports and entertainment communities, more than 210,000 tickets have been distributed in Atlanta alone!

Through Seats for Seniors, we can make a difference! For the seniors within Atlanta, we can provide a chance for them to be involved in recreational events in the City they hold dear to their hearts. And in doing so, we help build concerned, caring and active citizens within Atlanta.
